Background and Rationale
LAKAS is a national capacity-building program designed to support Philippine medical schools in operationalizing social accountability and primary health care–oriented outcome-based education (PHC-OBE) through internal quality assurance (IQA).
The program is grant-supported under the German Academic Exchange Service (DAAD)– DIES (Dialogue on Innovative Higher Education Strategies) National Multiplication Training (NMT) and is offered free of charge to selected institutions.
Despite clear national policy direction, many medical schools continue to face challenges in translating social accountability and PHC-OBE mandates into coherent, sustainable institutional systems. Implementation efforts are often fragmented, compliance-driven, or dependent on individual champions rather than embedded within governance and quality assurance structures.
National policies—including the CHED Policies, Standards, and Guidelines for Medicine (CMO 18, s.2016), the Universal Health Care Act (RA 11223), the Doktor Para sa Bayan Act (RA 11509), the DOH Human Resources for Health Masterplan 2020–2040, and the CHED Strategic Medical Accelerated Roadmap for Tomorrow (SMART)—explicitly position social accountability as the guiding framework for reform in basic medical education.
LAKAS addresses the persistent policy–practice gap by positioning social accountability as a managed dimension of educational quality. The program uses the Indicators for Social Accountability Tool in Health Professions Education (ISAT 2.0) as a structured entry point for institutional self-assessment, action planning, and continuous quality improvement.
Program Objectives
General Objective
To enable participating medical schools to initiate and institutionalize the integration of social accountability into internal quality assurance systems.
Specific Objectives
By the end of the program, participating institutions will be supported to:
Strengthen Understanding
Strengthen conceptual and operational understanding of social accountability, PHC-OBE, and IQA as interlinked frameworks for educational quality.
Identify Gaps
Identify critical institutional social accountability gaps using ISAT 2.0.
Implement ICP
Implement a focused Project Action Plan (PAP) using IQA approaches.
Generate Evidence
Generate institutional learning and early evidence of impact to inform future scaling and continuous quality improvement
