Program Design

LAKAS follows a blended, longitudinal design that integrates learning, mentored implementation, reflection, and refinement. The program emphasizes applied institutional reform rather than standalone training activities.

Social accountability is operationalized through internal quality assurance mechanisms, with ISAT 2.0 serving as the primary diagnostic and action-planning tool.

Key Program Activities

February 20, 2026

Online Onboarding and Orientation

Introduces core concepts of social accountability, PHC-OBE, internal quality assurance, and the overall program framework.

March 18 – 20, 2026

Workshop 1 (In-Person)

Focuses on institutional diagnosis using ISAT 2.0 and the design of a focused Institutional Change Project (ICP).

March – July 2026

ICP Implementation and Online Mentoring

Participating institutions implement their ICPs with structured mentoring support aligned to ISAT 2.0 domains.

July 29 – 31, 2026

Workshop 2 (In-Person)

Provides a platform for reporting, reflection, institutional learning, and planning for sustainability and scaling.

Online Follow-up and Reporting

Documents program outputs, lessons learned, and early evidence of impact after the workshops.

Program Participants

Each participating institution nominates two leaders holding complementary academic, operational, or technical roles, such as:

QA, Accreditation, or OBE Officers

Institutional Cohort

The Inaugural Cohort brings together 12 medical schools from across the Philippines, each committed to advancing social accountability through quality assurance.
